Add the heavy whipping cream, whipped butter, chives and salt and pepper to taste to the blender or food processor. Blend until slightly chunky still, and well combined.
Place the cauliflower mixture in an even layer in the bottom of a well greased baking dish.
Top the cauliflower with the crumbled bacon and shredded cheese. Bake for 5 minutes until the cheese is melted and serve topped with chopped green onions for garnish.
